Loans & Grants for Wastewater Facility Construction

Loans and grants for wastewater facility construction are available through two programs. The Delaware Water Pollution Control Revolving Fund from which loans are made for wastewater facility projects at below market interest rates and the 21st Century Fund's Wastewater Management Account from which low interest loans and/or grants for wastewater facility projects are made.

Annually, the Department develops a Project Priority List of projects that will receive funding during the next fiscal year. The development of the PPL begins in February when eligible wastewater utilities are notified of the opportunity to submit a Notice-of-Intent to apply for funding from either the Revolving Fund or the Wastewater Management Account. Notice-of-Intents are due to the Branch by April 1 of each year. From the Notices, a draft PPL is developed and put out for public review in June of each year. The PPL is normally adopted in July and wastewater utilities may submit applications for funding beginning October 1 of each year.

Loan/Grant Application Forms are provided to the wastewater utilities when they are notified of their standing on the Project Priority List. Applications for grants for wastewater facility projects are considered based on the affordability and environmental benefit of the project in accordance with the Municipal Supplemental Grants Guidelines.
