Division of Water Resources - Management Section

Coordinates Division operations and provides centralized information management, fiscal, personnel, and legal services. The section also provides a link with external programs including the Delaware Estuary Program, Inland Bays Estuary Program, Delaware River Basin Commission, Appalachian States Low-Level Radioactive Waste Commission, Delaware Authority on Radiation Protection, and Delaware Emergency Management Agency. Other staff members provide education/information services, computer and geographic information system services, and better access to the Division through an Ombudsman.

Office of Ombudsman - provides assistance to the public by assisting with referrals, general questions about the Division and its programs and serves as a liaison between the public and the Division.

Paralegal Office – provides legal assistance to staff and management on a variety of legal issues including developing contracts, agreements, regulations, policies; conducts legislative review; assists the public and responds to freedom of information requests. Financial Assistance Branch - provides planning, engineering and financial assistance to a broad range of customers that request help in preventing or eliminating activities that cause water pollution.

Accounting Branch  – coordinates and provides accounting services to the Division.  The Branch handles accounts receivable/payable, grant management, budgeting, financial projections and provides management with up-to-date information showing the Division’s financial status.

Delaware Estuary Program – The Delaware Department of Natural Resources and Environmental Control, in cooperation with the Partnership for the Delaware Estuary, involving the states of Delaware, New Jersey and Pennsylvania, and agencies such as the Environmental Protection Agency, the Delaware River Basin Commission, the U. S. Geological Survey and the U. S. Inland Bays Estuary Program
The Delaware Center for the Inland Bays was established as a nonprofit organization in 1994, under the auspices of the Inland Bays Watershed Enhancement Act (Title 7, Chapter 76).  The mission of the Center for the Inland Bays is to promote the wise use and enhancement of the Inland Bays and their watersheds.  For more information please contact Katherine Bunting-Howarth, or John Kennel, or visit http://www.inlandbays.org/.

Personnel Liaison – provides support to staff on personnel issues and facilitates information to staff and management. The demand for seasonal staff is dependent upon project needs of the Sections as well as the availability of funding.

The Division Management and Support staff members support many worthwhile activities.

Public Outreach 

It is important to communicate why water resources are important and how the public can help the Division protect these valuable resources.  The Division actively participates in statewide events that give the Division the opportunity to meet many customers in an informal setting.

The Division coordinates special outreach events, which are presented by the Division technical staff on topics such as water conservation, hydrology, groundwater, surface water and chemistry.  Our mascot, Willie Water, will also make a guest appearance at special events.  The Division considers these events an opportunity to reach tens of thousands of customers through one-on-one discussions, distribution of educational materials, and use of interactive displays.
