Development of a Special Area Management Plan -
A Plan for the Revitalization of South Wilmington


The City of Wilmington, the Southbridge Civic Association and the Delaware Department of Natural Resources and Environmental Control, Division of Soil & Water Conservation's Delaware Coastal Programs, along with numerous other project partners are working together to develop a Special Area Management Plan for the revitalization of South Wilmington. This collaborative planning process will help ensure that redevelopment activities in South Wilmington are both economically and environmentally sustainable.

The South Wilmington Special Area Management Plan (SAMP) is a cooperative effort to create a comprehensive plan for the revitalization of South Wilmington. This SAMP will be a "master" plan that coordinates the efforts of government entities and stakeholders in addressing social, economic, and environmental issues in a way consistent with the long-term vision for South Wilmington.

The project area includes lands south of the Christina River within Wilmington, Delaware, and a portion of bordering New Castle County. Within the project area there is the residential core of Southbridge, surrounded by numerous commercial and industrial uses. Although South Wilmington is beginning to experience some new residential and commercial development, it is still faced with problems like poor drainage and chronic flooding, pollution from past and current industrial activity, unemployment, and a deteriorating housing stock in the Southbridge neighborhood. What makes this urban area unique and attractive is the large amount of undeveloped and underutilized land and the great potential for redevelopment.

The National Oceanic and Atmospheric Administration (NOAA) awarded the Delaware Department of Natural Resources and Environmental Control, Division of Soil & Water Conservation's Delaware Coastal Program's office a three-year grant to develop the South Wilmington SAMP. The Delaware Coastal Program and the City of Wilmington Planning Department are working together with the project's Core Management Team to complete this project. The Core Management Team is comprised of the various City, County, and community stakeholders. They oversee the efforts of several Workgroups (see left) working on six different SAMP components. These components are a neighborhood plan, a review of legal authorities, an environmental and ecological characterization and enhancement plan, an economic development plan, a stormwater and flood relief plan, and a public outreach and engagement plan. The final master plan will be a synthesis of these six components.
