Movable Feast

Movable Feast’s owner Stephen Horgan approached DNREC as a prospective purchaser of a site previously owned by Blackwell and Sons, Inc., a painting business, warehouse and office. The property is located at 2510 W. 5th Street in Wilmington. Mr. Horgan wanted to relocate his catering business into the city and wanted a review and determination of two environmental assessments previously done on the property.

The property was duly remediated and a Certificate of Completion issued on February 14, 1997. The only limitation was a standard commercial/industrial deed restriction limiting the future uses of the property to those functions. With this guarantee in hand, Movable Feast invested $400,000 dollars in renovations to the existing building and was able to hire an additional 5 new employees.
