In September 1995, Duhadaway Tool & Die, a prospective purchaser of the Process Industries property, requested DNREC assistance in the review and oversight of an environmental study of the property. The facility is located in the Delaware Industrial Park in Newark. The environmental study was completed in January 1996 and identified that the contaminants present in the groundwater were attributed to an off-site source. Based upon the results of the environmental study, DNREC issued a Certificate of Completion (COC) to Duhadaway. The COC provided the owner protection from any environmental liability associated with previous operations. Following the issuance of the COC, Duhadaway Tool & Die invested $1,500,000 dollars in capital improvements in the facility.
