CBI entered into a Consent Decree in May 1993 to perform an environmental study and remediation of their 126-acre facility located in New Castle. Following an extensive environmental study and site remediation, DNREC issued a Certificate of Completion of Remedy to CBI in January 1996.
Upon completion of remediation, CBI sold the property to High Strength Steel Company and to Hardcore-DuPont Composites LLC. High Strength Steel chose Delaware over several states for their new facility. Because this was a new business venture and not just a relocation, High Strength hired 16 new employees and invested over $2,000,000 dollars in refurbishing the plant and for new equipment.
Hardcore DuPont relocated its operations to the facility and invested $300,000 in capital improvements. In addition, 60 new employees have been hired since the company moved to the New Castle location.
