Public Workshop to be Held Aug. 24 on Conectiv Energy Hay Road Expansion Permit Applications;
Public Hearings to Follow Sept. 6 on CZA and Air Permits

The Department of Natural Resources and Environmental Conrol will hold a public workshop on two permit applications from Conectiv Energy, Inc. on Thursday, Aug. 24 from 4 to 8 p.m. at DNREC’s 391 Lukens Drive offices in New Castle.

Conectiv Energy, Inc. is seeking approval under the Air Quality Regulation 25 and under the Coastal Zone Act to construct and operate new generating equipment which will discharge air emissions at its existing Hay Road Power Complex at Edgemoor. The new equipment includes three combustion turbines and heat recovery steam generators, one steam turbine generator and a mechanical-draft wet cooling tower. The proposed expansion will consist of a nominal 450-megawatt, maximum 550-metawatt electric capacity addition to the site’s existing generating facilities. The primary fuel for the proposed expansion project will be natural gas, with low sulfur liquid petroleum product used as backup.

The objective of Conectiv’s proposed capacity expansion at its Hay Road property is to provide an additional supply of cost-effective and reliable energy to meet the continued demand for electricity by Conectiv’s customers, and to assist in stabilizing the power pool grid during periods of peak electrical demand.

The public workshop will precede the joint public hearing on the two permit applications, helping the public to understand Conectiv’s proposed expansion and DNREC’s permitting process. The joint public hearing will be held on Sept. 6, beginning at 6 p.m. at DNREC’s 391 Lukens Drive office. DNREC’s Air Quality Management Section has made a preliminary determination to approve construction of the new equipment with conditions. DNREC has reviewed the application for the Coastal Zone Permit and considers it administratively complete.

Copies of Conectiv’s Air Resources permit application and the draft air emission construction permit proposed by DNREC may be inspected at DNREC’s offices at 715 Grantham Lane, New Castle and 156 S. Copies of Conectiv’s Coastal Zone Act application are available to the public at DNREC’s offices at 715 Grantham Lane near New Castle, the Dover offices at 89 Kings Highway, and the offices on Route 113 in Georgetown. Statements and testimony may be presented orally at the Sept. 6 hearing or in written form prior to the hearing. Members of the public who wish to ask specific and prepared questions of the applicant, especially regarding relevant technical or complex issues, are requested to submit them to the Department via fax, e-mail or letter by Aug. 21. Questions relevant to the applications will be forwarded to Conectiv for appropriate responses.
