Public Hearings on Kaneka Delaware, Metachem Products
and DP&L NPDES Permits Set for July 26

The Department of Natural Resources and Environmental Control will hold public hearings to hear testimony and receive comments on proposed changes to National Pollutant Discharge Elimination System (NPDES) permits held by Kaneka Delaware Corporation, Metachem Products LLC and Delmarva Power and Light Company on Wednesday, July 26 beginning at 6 p.m. The hearings will be held at DNREC’s offices located at 391 Lukens Drive in the Riveredge Industrial Park in New Castle.

Kaneka Delaware Corporation has requested modification of its permit to change the surfactant limit for Outfall 001 (discharge) from 0.5 mg/l maximum instantaneous concentration to 1.0 mg/L average daily concentration. The Kaneka site discharges treated process wastewater and storm water to the Delaware River and is located on Route 9 north of Delaware City.

Metachem Products LLC has requested modification of its permit to allow recalculation of a combined freshwater and marine site-specific copper water quality criterion for Outfall 001 for protection of aquatic life. Outfall 001 discharges effluent from their wastewater treatment plant which includes process wastewater, boiler blowdown, cooling tower blowdown, storm water, and septic tank overflow; and effluent from the groundwater recovery system to Zone 5 of the Delaware River. The site is located north of Delaware City at 745 Governor Lea Road.

Delmarva Power and Light Company has requested modification of the Edge Moor Power Plant permit to extend deadlines to complete both the impingement and entrainment study and the implementation recommendations. The Edge Moor Power Plant discharges condenser cooling water, boiler blowdown, cooling tower blowdown, screen backwash, strainer backwash, storm water run-off from fly ash disposal site II, water from a fish hatchery and storm water to the Delaware Estuary and to Shellpot Creek. The site is located at the intersection of Hay Road and Shellpot Creek in Edge Moor.

The Department proposes tentatively to modify the permits for the discharges subject to certain effluent limitations and conditions based on a preliminary staff review and applications of legal standards and regulations.

Individuals wishing to comment upon or object to the proposed determinations may present statements and testimony orally or in written form at the hearing. Those interested in presenting statements at the hearing are asked to register in advance by mail. Written statements may be presented prior to the hearing and should be addressed to: Robert R.
