Dec. 20, 2000 For additional information, contact Franchon Beeks, SIRB Public Information Office, 302-395-2600; or Don White or Melinda Carl, Information & Education Office, 302-739-4506 DNREC to Excavate Contaminated Soil at Toni Dry Cleaners, ElsmereThe Delaware Department of Natural Resources and Environmental Control, Site Investigation and Restoration Branch, has implemented an action plan that calls for the excavation and removal of contaminated soil at Toni Dry Cleaners, located at 1606 Kirkwood Highway, Wilmington. DNREC conducted several environmental investigations, which indicated that high levels of tetrachloroethene (PCE), a dry cleaning solvent, are present in soils two feet below the ground surface and in the ground water in the vicinity of the site. The site does not pose any immediate risks to human health because the contamination is beneath the ground surface and extends underneath the building, and the ground water at the site is not a drinking water source. Excavation and removal of the contamination will begin the week of Dec. 25, 2000. During the excavation, workers at the site will be required to wear "Level B" protection gear consisting of protective clothing and self-contained breathing apparatus to protect their health while working in close proximity to the impacted soils. Enercon Services, Inc. will perform all excavation activities. During the excavation activities, the surrounding air will be monitored on site by DNREC and its contractor. If at any time during the excavation, hazardous contaminants in the air exceed safe levels and have the potential to migrate off site, DNREC will shut down the excavation operation. Persons in the area of the Toni Dry Cleaners Kirkwood Highway site should not cross the marked area boundaries during the excavation. Since the existing ground water monitoring wells may be compromised during soil excavation activities, four new ground water monitoring wells will be installed after excavation activities are complete. Excavation is expected to be completed no later than Dec. 31, 2000.
