Surface Water Management Task Force

*Task Force Final Report*

In December 2004, Governor Ruth Ann Minner established the Surface Water Management Task Force through Executive Order 62, with DNREC Secretary John Hughes as chair, to study and develop recommendations for the flooding and drainage problems that have plagued the state of Delaware in recent years. The Governor expects the panel to develop a statewide strategy that will combine drainage, flood control and stormwater management.

The task force includes officials from state, county and local governments, as well as the private sector and is charged with recommending changes to state or local laws and policies while ensuring that any new policies comply with state and federal water quality requirements. It also will study the costs and potential sources of funding for a statewide plan to minimize flooding and drainage problems.

When possible, the group will recommend strategies that will preserve and enhance the recharge of aquifers and the uses of open space, consistent with Livable Delaware policies and habitat conservation strategies.

Recommendations of the task force are due to the Governor by April 1, 2005.
